Your Social Tenant Access to Information Requirements (STAIRs) questions answered

Frequently Asked Questions (FAQs)

1. What are the Social Tenant Access to Information Requirements and when must I comply?

GRC Hub has a blog covering the Social Tenant Access to Information Requirements (STAIRs) which explains more about what to expect. There is further information about the requirements on gov.uk.

GRC Hub consults with Private Registered Providers (PRPs) with STAIRs through our STAIRS Readiness Review solution. The STAIRS readiness review is a structured assessment designed to help social housing providers meet the Social Tenant Access to Information Requirements. It evaluates both the publication of required documents and the organisation’s ability to respond to tenant information requests.

The review is delivered in two stages:

  • Stage One: Checks whether required documents are published, up to date, and accessible.
  • Stage Two: Assesses how well the organisation handles tenant requests for information, including exemptions and internal procedures.

Documents related to governance, spending, housing stock, performance, services, and registers are reviewed for publication. Information on anti-social behaviour, complaints, health and safety, rent, repairs, and estate management is assessed for access readiness.

You’ll receive a high-level compliance report, including an overall compliance score, scores against each of the individual requirements, identification of gaps with associated risk and practical guidance to address any non-conformities.

Exemptions may include:

  • Statutory restrictions
  • Commercial sensitivity
  • Reasonableness
  • Security concerns

Our auditors help you identify and apply these appropriately.

Key roles include:

  • Audit/Programme Sponsor
  • Senior Leadership
  • Data Protection or Compliance Manager
  • Operational staff

Yes. GRC Hub believes all organisations regardless of size deserve access to high-quality GRC support. The STAIRS service is scalable and tailored to your needs. The STAIRs requirements apply to all PRPs in England, currently.
